Cultural Policy in Thuringia Practices - Governance - Networks Hardly any other policy field is as heterogeneously composed, normatively charged and characterized by symbolic actions as cultural policy. So far, there have only been a few political science studies on how this field functions. Michael Flohr chooses the self-proclaimed "cultural state of Thuringia" as a case study to examine fields of action, practices, forms of governance, and networks in cultural policy. The analysis is based on an extensive qualitative and quantitative database and proves: Cultural policy is in a system-immanent crisis of meaning and structure.
